The law makers seem to think that these fees cause grocery prices to increase. Fair enough, but in this model the cost for the convenience of debit cards is spread out among all customers in the store. The banks will seek to make up this money elsewhere, most likely through additional fees to the debit card holder. So, what a fee that was once spread among all shoppers is now directed at only debit card shoppers. This is more fair, I guess.
